Shri Manohar Lal, Hon’ble Minister for Housing and Urban Affairs, launched Angikaar 2025 – a flagship last-mile outreach campaign under Pradhan Mantri Awas Yojana – Urban 2.0 (PMAY-U 2.0) – in New Delhi on 4th September 2025. The event was attended by Shri Tokhan Sahu, Hon’ble Minister of State for Housing and Urban Affairs, Shri Srinivas Katikithala, Secretary, MoHUA, Shri Kuldip Narayan, Joint Secretary & Mission Director, Housing for All (HFA), and other senior officials of the Ministry.
The Angikaar 2025 campaign has been designed to accelerate the implementation of PMAY-U 2.0 by creating mass awareness, fast-tracking beneficiary verification, and expediting the completion of sanctioned houses under the scheme.
Objectives and Focus Areas of Angikaar 2025
One of the primary objectives of Angikaar 2025 is to bridge the gap between beneficiaries and welfare schemes through active community mobilisation and targeted outreach. The campaign will also disseminate information about the Credit Risk Guarantee Fund Trust for Low Income Housing (CRGFTLIH) scheme, which supports financial inclusion for low-income homebuyers.
The campaign will further promote convergence with other government initiatives such as the PM Surya Ghar: Muft Bijli Yojana, ensuring beneficiaries of PMAY-U also benefit from renewable energy incentives. Special attention will be given to housing needs of vulnerable beneficiaries from Special Focus Groups (SFGs) under PMAY-U 2.0.
Progress under PMAY-U and Targets for PMAY-U 2.0
Under PMAY-U, 120 lakh houses have been sanctioned, out of which 94.11 lakh pucca houses have been completed and handed over to beneficiaries. Angikaar 2025 will play a key role in ensuring the timely completion of remaining houses.
In September 2024, the government launched PMAY-U 2.0 with a renewed commitment to “Housing for All,” targeting an additional one crore urban families with financial assistance of up to ₹2.50 lakh for constructing or purchasing a pucca house.
Nationwide Campaign Duration and Activities
Angikaar 2025 will be conducted from 4th September 2025 to 31st October 2025 across 5,000+ Urban Local Bodies (ULBs) in the country. Key activities include:

Celebration of PMAY-U Milestones
To mark the first anniversary of PMAY-U 2.0, PMAY-U Awas Diwas will be celebrated on 17th September 2025. In addition, a flagship event – PM Awas Mela – Shehri – will be held at District Headquarters or Municipal Corporations (for large cities).
This event will be organised in two phases:

Phase 1: 17th – 27th September 2025

Phase 2: Any day between 16th – 31st October 2025
The PM Awas Mela – Shehri will feature beneficiary interaction, on-ground service delivery, loan facilitation, and interactive sessions to promote awareness about PMAY-U and PMAY-U 2.0.
Commitment to Grassroots Delivery
Post the launch, Shri Kuldip Narayan, JS&MD, HFA chaired a review meeting with State/UT officials to strategize effective execution of the campaign. By engaging communities and stakeholders, Angikaar 2025 aims to ensure last-mile delivery of welfare schemes and create momentum for holistic urban development.
This initiative reaffirms the Government’s mission to transform urban housing and bring every eligible citizen under the ambit of a secure, permanent home.
